A Strategy Meeting/Discussion is normally held if an Initial Assessment of a Child in Need indicates that the child has suffered or is likely to suffer Significant Harm.  

There are other criteria for holding a Strategy Meeting/Discussion, outlined in these procedures. 

The purpose of a Strategy Discussion is to determine whether there are reasonable grounds to suggest the child is suffering or is likely to suffer Significant Harm; if so a Core Assessment, incorporating a Section 47 Enquiry (Child Protection Enquiry), is initiated.
